在技术飞速发展、追求教育公平、回应市场需求等因素的作用下,美国正着力提升其学前教育数字治理能力。在具体实践方面,美国构建了包含数字治理主体、数字治理工具、数字治理目标等维度的数字治理能力提升路径,形成了以多元协作为格局的治理实践、以基础设施和政策法案为载体的数字革新和以意义建构为导向的宏大愿景。一系列实践举措使美国建立了完备的学前教育数字治理基础设施支持结构、建成了学前教育教师职前职后数字素养培训体系、更新了学前教育数字治理发展的价值理念,但其中也包含了不容忽视的数字治理问题。借鉴美国的发展经验,我国在提升学前教育数字治理能力方面应大力支持顶层设计、广泛扩大参与主体、完善保障基础设施、全面保护信息隐私。
Abstract:Under the influence of factors such as the rapid development of technology, the pursuit of educational fairness, and the response to market demand, the United States is working hard to improve the digital governance capabilities of preschool education. In terms of specific practices, the United States has constructed a digital governance capacity improvement path that includes the main body of digital governance, digital governance tools, digital governance goals and other dimensions, and has formed a governance practice based on multiple collaborations, digital innovation based on infrastructure and policy bills, and a grand vision oriented to meaning construction. A series of practical measures have enabled the United States to establish a comprehensive infrastructure support structure for preschool education digital governance, build a pre-service and in-service digital literacy training system for preschool education teachers, and update the value concept for the development of preschool education digital governance. However, these measures also involve digital governance problems that cannot be ignored. Drawing on the development experience of the United States, our country should vigorously support top-level design in improving the digital governance capabilities of preschool education, extensively expand participating entities, improve security infrastructure, and comprehensively protect information privacy.
